In reply, the Board of Trade desire me to point out for the consideration of the Secretary of Hak that the nature of the Certificate required under the Section above quoted appears to be clearly defined inasmuch as it is to be "equivalent to those required in the case of British Steam Ships, i.e., it should Certify that hull, Machinery and equipments as well as passenger accommodation are sufficient for the service and time intended.
As regards the issue of Certificates, the Board think that it would not be advisable to issue any Certificate except after actual Survey.
